Jeremy Dexter, Sheriff of Sherman County, warns Lanky Mason to leave town after being involved in a shootout the night before killing a Mexican. The sheriff tells Lanky that although he remembers that Lanky had saved his little daughter's life by swimming across a stream during a flood and that Lanky's heroic work during a time when the smelter caught fire had saved the town from destruction, it was imperative for the good of the town that Lanky leave.

Set on the Mexican border in 1850, Bad Men of the Border was the first of seven Universal Westerns starring handsome Kirby Grant, a former singer from Montana who had earlier acted under the name Robert Stanton. The series, Universal's last attempt at competing with Republic Pictures' many streamlined B-Westerns, also featured the bucolic Fuzzy Knight as Grant's sidekick. Grant and Knight are undercover U.S. marshals tracking down a gang of counterfeiters. To their surprise, they are soon assisted by a beautiful Mexican dancehall performer, Dolores Mendoza (Armida), who proves to be an undercover agent as well, in her case for the Mexican rurales headed by Captain Garcia (Francis McDonald).

Crooked Bluff Hardcastle is appointed by the court to take care of the business affairs of pretty young Helen Saunders' ranch, which is about to go out of business, but Hardcastle is secretly planning to swindle her out of the ranch. He is thwarted by cowboy Jim Donovan and his friend, banker George Masters, who buy Helen's ranch at auction. Angered, Hardecastle sends his hired thugs to get rid of Donovan and Masters so he can get his hands on the ranch.

After some gun play with a posse, the James Gang head for Quinto in a section of land which is not a part of America. Anyone there is beyond the law so the town is populated with outlaws. Next to arrive is Sheriff Rowley, following his brother whom the Gang have brought in injured. Rowley has no authority and gets on well enough with the James boys but is soon involved in other local goings-on, including a move to vote for annexation with Oklahoma which would allow the law well and truly in.
