One year after the events of the First Cycle (Andromeda Arc), Tetsurou has returned to Earth only to end up chained in his home in Megalopolis. The story is set in a not too distant future, in which Earth has been overrun by a horrifying technovirus. Mechanical parasites, mistakenly created in an attempt to advance technology, attach themselves to human spinal cords and turn their hosts into cyborgs. Toaru Kagaku no Railgun is a short story in Arts and Sciences City that takes place in the time period between September 3 and 10. Academy City has a exchange program with the rest of the world that allows some students to travel for this week to other places, and some students are allowed into Academy City during this time. Mikoto, Kuroko, Saten and Uiharu went to the Arts and Sciences City, made on a artificial island off the coast of California for a field trip. The Arts and Sciences City is known as a city that has cutting edge technology (in terms of the standards of the 'Outside' of Academy City—i.e. it is still far behind that of Academy City's), and is trying to take over Hollywood as the entertainment capital of the world. We are in year 2035 on the Tinos planet, colonized 300 years before by some earthlings. Blue, the protagonist, is in desperate need of a life support system after being mugged, but an unscrupulous bunch of criminals cheat him of his money and leave him with an outdated model with an old AI. He is tricked by the head of the police, Weiser, into a committing murder, and is then killed himself. The AI, called Fatso, decides to save his life, and gives him a new artificial body filled with extraordinary strength and the cumulative knowledge of their combined three hundred and seventeen years. The resurrected Blue decides to get revenge and protect all those suffering under the tyranny of Weiser.

Lovecraft's works are actually races of aliens, and that she has been sent to Earth to protect him from being kidnapped by an alien trafficker. Our main character is Souma Shin, a punk kid out of Japan. We start off with him coming to visit his twin (?) brother Ken. All hell breaks loose as Shin finds a group of small kids being used for military purposes, and tries to save them in the confusion created by an Arethusa invading the compound. A unique take on the 'assasin-for-hire' story, as the assasin 'Tsubame' actually is four different people with four different modes to kill. Penguin is a small quiet kid who has beastly sniper skills, Washi (Owl) has a huge gattling gun grafted to his shoulder to mow down his enemies for the sake of 'justice,' Suzume the cute girl who wields dual pistols, and of course Tsubame himself who prefers huge rifles and martial arts. The four have a mechanical arm which when switched allows one of the others to take control. How did Tsubame end up this way? What is the secret of the arm? You'll have to read to find out.
